Insolvency options wasn’t even discussed although my budget had little over 50 left at the end of everything.

I've read this thread with interest and a degree of sadness. Please heed the advice of Sourcrates who is doing his level best to steer you in the right direction. You've had good advice from others with regards to setting a realistic budget and how to live a little better wihin your means. But as has been said, a DRO is for people like you and that needs to be your aim.
Go back and tweak your I&E to show no more than £50 per month surplus -and stick to those figures in your conversations with StepChange. I'm sorry the second adviser was less helpful - but regardless of his or her views or advice, hold firm and you'll get the outcome you need.
Good luck0
