Standby Pay - Pensionable/Contractual?

I work in IT, as part of this I cover some out of hours standby rotas. I get a basic payment for the hours I am on standby, then an extra payment if I get called.

I am trying to establish whether the standby is contractual. I have been led to believe that if it was, then the basic standby payment would be pensionable, which it is not.

However I have been unable to find any official sources online to confirm or deny this. I did find this quote in a Unison doc but wasn't sure if it was a legal requirement or just something that could be negotiated with an employer "[Standby allowance are pensionable when part of a formal employment contract, but call-out payments are not]"

Any links / confirmation on this would be greatly appreciated.
