Mortgage provider or surveyor. Who plays god?

My name is Mark Bougin.
I have a purchase of a timber lodge pending.
The provider was supplied with all the land registry details before they sent a surveyor.
You can live in this lodge 12 months a year however you have to have a second property.
The manager at Santander knew these details 4 months ago in advance.
The surveyor said in person it's an amazing property and because loan to value on this is only 60% he said there should be no problem .
4 months on Santander say they are happy to give me the mortgage as long as I bring my other property and remortgage with them which I said I would.
Just when I think it's all good they tell me the surveyor will agree this mortgage if you are not the first applicant to have a mortgage on this site.
I give them the address of 3 properties recently mortgaged by Natwest.
They then say it's up to me to get his mortgage papers( I don't know the owner) which I feel breaches data protection. I feel this was an unreasonable request .
I contacted the land registry but they are behind in updating their records so I ask them to email me to say these properties have finance against them with Natwest. They oblige and I send it.
The surveyor then informs me he can't accept an email and it has to be on official headed paper.
Again I get this information (with much effort on my part) on headed land Registry paper and send it to them.
Just when we think we will get a yes ,they say they have found a property on right move who are selling a similar property as a holiday home.
I said to them my home is not even on a website and they can call it a hospital if they choose to to sell it but it's what the land registry has it labelled as that counts.
I then sent multiple examples of similar lodges on that site which are being sold as villas and detached houses..not a mention of a holiday home.
Santander say that the surveyor has all the power and even though I answer all their concerns the surveyor can play god and say No without giving me a reason.
This I cannot believe is true?
Does Santander or the Surveyor have the say.

In such circumstances, you are pretty much at the whim of "surveyor's comments" which is all the lender can work from.I am a mortgage broker.
