Bristol City Council Tax Refund Help

Hi everyone,
This is my first time posting but hopefully, you can help me. I moved out of my property in Bristol Last February because my landlord was selling the property. When I moved I informed the council I was moving back home in London and they assured me I was paid up and everything was fine. A few months later I received a bill from them for £100, I called and explained the conversation I had before with them and they assured me again that it was a mishap. This week I received a bailiffs letter for £280. I paid it because I was worried they would come to my mother's property and didn't want to worry her. I have tried to contact the council since but they have not answered my calls or emails. I am emailing to ask whether I would be able to get some sort of refund from them? Even if it was just for the added costs they have charged me? I have gone back to studying so this money has come out of my living costs.
