Can someone explain this part of Teachers Pension for me Please

If I have paid for 3 year buyout to aged 65 instead of 68 and I cease employment at age 60. Does this still mean everything I have accrued/banked can still be taken without any actuarial reduction at age 65 or is the buyout a commitment to stay in employment until age 65 too? (including Faster Accrual and Normal Pension banked).
