Could this misalignment of joints be considered a disability? It seems likely, I don't know what it means medically but the consequences you describe (lifelong risk of severe injury from walking in unsupported shoes) it seems likely it could be.
If so, allowing you to wear boots would certainly be a reasonable adjustment.
What advice do you have from your doctors on this, and what other effects does this problem cause you? Are there treatment options?0 -

Depends how big the company is. Not ideal but if your manager isnt being reasonable I would email their manager or HR to try and get permission to continue as you are.
And if your boss is there for the long haul I would be looking for another job.0
