Solicitor Issues when clearing charge on house

Hi I was wondering if anyone could provide any guidance.
So I sold a house 1.5 months ago and there were 2 charges against the property.
1. A standard mortgage,
2. A help to buy equity loan.
There was more than enough equity in the property to clear both of these and leave a reasonable amount left over.
So far:-
1. 2 weeks after the sale the mortgage was eventually cleared,
2. The help to buy loans still has not been paid off,
3. The balance of the proceeds after deducting 1 & 2 and other costs linked to the sale has been paid to us.
I have tried and tried getting in touch with the solicitors to find out why the help to buy loan has not been paid and reasons for the delay (calling the office, their mobile, email, text etc) and I cant get in touch with the solicitor, the secretary just says they are not in the office etc etc...
Any ideas on next steps as I am getting nowhere with the solicitor and the value of funds to be paid is reasonably high and I'm starting to get concerned now that the funds are secure and will be used as intended to clear the second charge.

I would probably get in touch with the Solicitors Regulation Authority and the Help to Buy Agent as a starting point.I am a Mortgage AdviserYou should note that this site doesn't check my status as a mortgage adviser, so you need to take my word for it.
