Council Tax & Jacobs

I would appreciate some advice please.
Last year I was moved onto Universal Credit from ESA benefit due to the area we moved to is a universal credit area. I was without any money coming in for almost 10 weeks because of it, as a result I got behind on my council tax. I have an outstanding balance of £119.71 of which £19.71 has been paid I have until the end of the financial year to clear which I intend doing.
My problem is my council got Jacobs involved I have spoken to them throughout (via email) with my intentions that I shall be paying my council directly which I have started doing anyway. A payment was made directly to my council 3 days ago, which I then emailed Jacobs to let them know I had made a payment and to inform them when the next payment will be made etc.
The SAME DAY (letter dated 17th January) as telling them they sent a letter which I only recieved yesterday telling me I have until the 26th to pay full amount and for sending that letter they have had added another £75.00, I am guessing they dont like the fact I am paying my council directly. I will be making another payment on Monday of £20.00 so that will bring it down to £80 or so I thought. I just find it very sneaky considering they knew I was going to pay my council directly and still go a head and send that. Also I am now being told that any money I do repay will not go to the council but towards the baliffs fees. I am already sick with worry, I also suffer from mental health issues so this really isnt helping

There is no requirement for either or them to hold any action based on the promise that you may pay an amount at a future date. The enforcement agent, once instructed, has to send you the initial letter warning you they are now acting on the case.
The council will either pass the payment to the enforcement agent for them to deal with or will inform the enforcement agents that payment has been made direct. Either way, paying the council direct does not escape the enforcement agent fees.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0
