Advice on starting a tutoring business

Hello there. Just need some quick advice and direction on starting up.

I have qualifications in teaching/working with young people and experience in teaching ESOL. I am looking at starting my own tutoring business mainly teaching English to begin with. I already have the premises to do this and as I will be working independently, I would like to do this on a small scale to begin with.

I require some advice on if there is any legal requirements opening a tutoring centre? I would like to offer 121 tuition and group sessions with a max of 3 children at a time. I will be doing this approximately 20 hours a week. Do I need to register with OFSTED? From my understanding I may not need to. Also do you think I would be better just doing 121 tuition from the centre or have small group sessions too for maximum earnings? Any advice will be good.
