Urgent help needed:

Firstly, I'm not sure if I am in the right place, or even if I am actually replying to someone else's question here, as mobile versions are hinky at best, so my apologies if this is in the wrong place.
Secondly, I came home from work today (Saturday) to find a letter reading that I have a HM courts tribunals and service notice of arrest, as I have failed to comly with an order of the court. The amount is for £310, and I have no idea what it is for.
I have searched high and low for any letters regarding debts and have found one from Collectia, issued 29/3/2018 for £310 exactly. I remember putting the letter in my kitchen drawer so my domineering and controlling ex wouldn't see it and I forgot all about it. I have no further letters or contact since that date and now, almost a year later, I am to be arrested for it??
The only outstanding debt I have is for council tax over several years. I have a payment agreement with the council and have 2 attachments of earnings on my minimum wage, part-time earnings.
The letter for notice arrest states that to avoid arrest, I must pay in full immediately or I will be arrested. I can't contact anyone until Monday morning after I have taken my son to school.
So my questions are:
1) how immediate is the the warrant executed?
2) If I am not arrested over the weekend, would making a payment plan mke the arrest warrant go away?
3) If the Warrant is executed when I'm not home, what would happen?

If anyone could answer these or point me in the direction of where I could get advice before Monday morning, I will be eternally grateful.
