Question about references

Hi all, bit of an odd one really, but here goes:
I've been taken on by an agency and am currently temporarily working on behalf of them for another company. However, they have been unable to get a reference from my old company as it went under.
They've asked me to complete a "DWP and Educational Institutions Reference Request", something I've never heard of and to be honest seems overkill for a temporary job! Anyone else seen/heard this before? Thanks
