    They might start disciplinary procedures against him, or they might not.
    So he might as well just wait and see what happens, rather than resigning.

    Wrong - a payslip has been provided via an online system, but Blogs is unable or unwilling to access it. The e-mail address is merely so the company can send Bloggs a courtesy notification telling him that month's payslip is available for download.

    Whether he chooses to do so or not is not the company's problem - they have complied with their obligations, and the only one harmed by Blogg's obstinacy is Bloggs himself.
