    you would probably find that the debt has been handed back to the council as nulla bonna - (unable to collect)

    i would call the council to find out where the debt is. if with the bailiffs, you need to contact them and come to an arrangement ASAP. same as if its with the council.

    only the council can do attachment of earning, not the bailiffs
