I'm naturally a Conservative voter, but splitting the 16-25 railcard into a separate one for 16-17 year olds with different terms and conditions is more micro-managerial nonsense from this low-calibre, nannying Government.0

Wouldn't a better idea be extending child rate fares to when the kid is 18 instead of 16, save the hassle of having to deal with railcards.

The new 31-59 railcard; no need to fill in any application forms or pay a fee. Just buy your tickets as normal and get stitched up.0

Will you be able to combine this new 16-17 Railcard with an Oystercard to get discounts on offpeak Tube/Overground travel as you can with some other Railcards? Does this work with the 26-30 Railcard already?0

Any news on the 16 to 17 year old railcard? It was announced in January and due to come into effect next month, but I can't find anything recent about its launch.0

Looks like it should come out next month:
Department of Transport announced the launch of a new Railcard on the 2nd of Jan, 2019, which will benefit 16-17 year olds. This Railcard offer 16-17 year olds a 50% discount on rail travel, and will be available from Sept this year. More information will be available in the Summer.
