Need strong glue to fix boots

Hi.
I have a pair of winter boots..made of fabric outers and woolly insides. Thay need fixing, as the seam/join between the sole and outer fabric layer is splitting.
Can anyone recommend a strong adhesive that is both waterproof, but flexible enough to maintain contact between the fabric??
