Sharpening steel

Not entirely sure where this post belongs, but here goes ...
My kitchen knife set came with a ridged sharpening steel. The ridges have now worn smooth. Is this why I'm finding it difficult to get my knives sharp? Or am I just not putting in enough welly?
If I need a new tool - what sort should I get? Another steel ironed of those pull through doodahs?

I prefer to use a stone
I also have a pull through sharpener, it does sharpen the knives but the stone gives a better edge0 -
Get one of these and this is how to do it!
