    If I pay 741 pounds for 17/18 and 733 for 16/17, will I get 142?

It sounds as if you don't have any full qualifying years past 2016.
If that is the case, each year from 2016-17 onwards made full will increase your pension amount by around £4.70 a week. so paying those years should increase your amount from £133.19 to £142.58.

Am I able to do that now or must I wait until after I start getting the pension?

You can do it now - as you are abroad there's a form you can post to HMRC
