Car hit by tire in road

Looking for advice please. My son was driving home. The car in front hit a tire in the road which bounced back and hit my son's car damaging the car. They rang the police to say about the tire in the road. Is there any one he can claim from? Thanks.

He can claim from the company that insures his car. But he has to be careful re Excess and NCB etcThe world is not ruined by the wickedness of the wicked, but by the weakness of the good. Napoleon0 -

He is a young driver and we thought his insurance was the only way. He is trying to keep his NCB and his excess is high, so it looks like we'll be going round scrap yards after Christmas.[FONT="]
