I think you will find that based on an underpayment of £900 for 2016/17 and £800 for 2017/18 HMRC have estimated that you will have n underpayment for 2018/19 of a similar amount.
Consequently, they have reduced his code number for the reminder of 2018/19 to collect that sum.
The change In coding is not to collect the 2017/18 underpayment which will be included in the 2019/20 code number if you requested that in the 2017/18 SA return.0 -
sheramber is spot on, the 2018:19 tax code would never be adjusted to collect the Self Assessment tax due for 2017:18.0
