Further Steps Notice

On 15/12/18 I received a Further Steps Notice from London Collection and Compliance Centre stating as I had not paid a court fine they would be taking one of the step listed (including sending bailiffs to my house to seize belongings, issuing a warrant for my arrest etc.). To stop this happening I had to pay the amount/contact them about why i can't pay it up front within 10 days of the date of the letter. It was dated 10/11 so the 10 days have already passed! This being the first notice of any fine I had received I was very panicked but they aren't open on weekends so had to call them on my lunch today.

I spoke to a member of the enforcement team who explained the fine was due to travelling without a fare in April this year (only done as I thought I could tap rather than buying a ticket and tbh having barrier that opens when a card is tapped makes no sense at a station where this isn't an accepted payment method). I had filed an appeal to this fine as I was told to do and never received any response to my appeal or further correspondence regarding late penalties as the train providers site stated would occur and so forgot about it (stupid I know). I then moved house on 30/06/18. Apparently at some point after moving a court summons was sent to my previous address regarding this.

The member of the enforcement team gave me a number and email address for the specific court I need to contact to resolve this. I tried calling them but regardless of options I choose I end up redirected to the enforcement team! I have sent an email explaining everything but am very worried one of the steps will occur in the meantime.

Has anyone dealt with this? Due to not receiving any correspondence since appealing is it possible can pay the original fine which is less than £30 and not the current amount of £416.20? Is the amount extra fees added by the train line or penalties added by the court for failure to respond to a summons? What happens if my dispute is rejected? Can I negotiate to pay in instalments? How likely is the issuing of an arrest warrant? I'm really freaked out and not sure what to do.

Especially as I travel to Ireland later this week for Christmas and am really afraid of something happening while I am away. Can bailiffs enter my (rented) flat and seize goods without my permission and without me here? I don't even think I have goods amounting to that value if I'm honest...
