Cross Border Calls

I hope someone here can help me. I’m trying to understand what Roaming really means. I have a contract with Tesco (O2( and I’m quite happy with it. Happy but a bit confused!
Tesco operate what they call a safety buffer and I bought into that thinking it was to do with excess data. I discovered to my cost it wasn’t. Don’t get me wrong I don’t mind the buffer.
However, over this past little while I’ve had to make a number of calls down South but in the middle of the last call my phone went dead! It was only then that I realised the calls were using up my buffer
So roaming within Europe, what does it mean? Does it mean that calls made from here to the RoI will cost the same as calls from the North to, say, Manchester? Are these calls priced separately? Or does it just mean that if I’m in the South, France or wherever that calls back to Northern Ireland the call will just be taken from my plan?
As I said I’m confused.

As far as I understand it, calls made to home when you are away in Europe are just taken from your normal allocation, but calls from home TO Europe are not and incur extra charges. It's great when you are on holiday, but calling from home, not so much.0

If you make a call from Northern Ireland to Ireland on Tesco Mobile UK it is treated as an International call, and Tesco charges 0.25p per minute for it.
If you call Northern Ireland from Ireland on Tesco Mobile UK it is treated as roaming, and the call will come out of your allowance. If you are out of your allowance they will charge 4p a min and 1p a text for any calls/texts from within the EU to the UK.
So it is considerably cheaper to call the UK from within the EU then it is to call someone in the EU from the UK.0 -

English resident here, but using my phone in Lithuania last month to make calls to the U.K. didn’t cost anything as they came from my allowance. This is the case in Ireland as it is an EU country.
If I called Lithuania (or Ireland) from the UK I would be charged as I wouldn’t be roaming.
I use Skype for international calls on my phone. Other packages are available from other suppliers.💙💛 💔0 -

EU roaming
UK mobile contract = receiving a call or text in another European country is free as you are receiving the call hence no charge
UK mobile contract = making a call or text back to the UK or to a local number in the European country you are in will be free
UK mobile contract = calling an EU country from the UK will be chargeable0 -
