Just had a big lump sum of council tax debited to pay up to March

I was receiving council tax discount. Thus ended a few weeks ago.
Now they have adjusted my amount and taken all of the council tax amount to cover me up until march. This is over 400.
Why would they take one lump sum and not spread out the cost? I've got way less money than I expected to have for this month. Is this normal?
