Ex Employer not paying my final salary and lying about when they will

As above what can i do? basically i left and moved onto another job, with the permission of my manager etc, i didnt complete my full notice period and it was shortened.
I saw on the day before pay day, my final salary was due to go into my bank. on the day, it didnt and it had been recalled.
Spoke to my manager and he said hr didnt tell payroll the situation and basically they thought i had left without doing full notice so were going to make deductions. this was on 22nd of november 2018.
i was then told it would be corrected and only 2 days holiday would be deducted, this was also sent in a letter to me via post. Three days later i got a payment of a quarter of my final salary.
Rang my manager who advised hed spoken to HR been advised they knew it was wrong and that they would make a top up payment for the remaining amount.
I chased this daily and was eventually told on fri 30th via voicemail left that i would recieve the remaining amount by Friday this week and as you can see its saturday and i stil dont have this payment?
is their anything i can do to speed this up? ive had to borrow money and keep on telling people false info regarding when i can pay them back because they keep lying to me? are they allowed to do this?
my manager says hr have advised payroll and they are all in the loop, but why i am not being paid i dont know. even he is confused and asked them to call me numerous times and they havnt done. inlcuding yesterday when i told him no payment has been recieved.
any help would be appreciated

Only ask nicely I'm afraid.
Ultimately if they don't pay what you are owed you can sue but that will take far longer that trying to sort it out amicably.
Write or email, don't phone, clearly setting out the facts. Who said what and when and keep it polite but to the point.0 -

Fire over a Letter before action. It says usually 14 days but as it is quite urgent (I am assuming) I would potentially look to reduce that down to 7 days. But I am no legal expert. I would also put on that if it is not paid within x days, any charges incurred for late payments fees, overdraft fees etc will be added to any claim, as will interest at the statutory rate of 8%. There is no guarantee you would get any costs back, but it might make them prioritise you.

Was this accompanied by a payslip? My guess is that this was also meant as some form of emergency payment - except on this occasion, someone forgot to process it.
I suspect that on their next payroll you'll receive a balancing payment consisting of a recalculation of the sum you should have been paid in November, less the emergency payment you've already received (assuming this is actually what it was), less the second emergency payment (assuming that this is what it is and if they actually pay it) - so things will probably balance out at this point, although waiting for this obviously isn't ideal from your perspective.0 -
I'd stop dealing with the manager and talk to HR direct.
Get an email address for them as well as phone number and name of the person dealing with your issue.
After speaking to them confirm the conversation in writing or email in detail to start a paper trail . If you doend up taking them to small claims (or saying you will) you need as much substantiated contact as possible as if the manager screwed up he may not be 100% truthful.I Would Rather Climb A Mountain Than Crawl Into A Hole

What did you actually work compared to what you've been paid? You said you only received a quarter of your final salary so I'm assuming you worked more than a quarter of the month you were paid for?0
