    Under the help to buy scheme in England, you cannot take any additional borrowing until you have paid the government equity. In Scotland, you will need the permission of the social landlord or local council to take any additional borrowing (https://www.mygov.scot/help-to-buy/after-buying/) even if Halifax is willing to lend to you. I doubt they will approve any additional lending for you. Halifax in their case may just think the process is too complicated and have decided not to allow additional borrowing or perhaps to make the policy the same as in England.

    I would have expected your mortgage broker to mention these information to you. Perhaps too late now.
