Is my understanding correct that if anyone has just the one conviction that did not result in a suspended sentence, custodial sentence, community service, you don't have to declare the offence especially if it was a fine of less than a 100 pounds

Anything is "spent" by 12 months from the date of the fine for a basic DBS. For an enhanced some are never excluded or spent

What level of DBS? The three levels are Basic Disclosure, Standard DBS, Enhanced DBS. You can google what is likely to be disclosed for each level.
Did the offence involve anything which could be regarded as making you inappropriate to be working with children, youth or vulnerable adults?0 -

Thank you all. I won't have to disclose as having carefully looked at what I was charged with was, 'breach of the peace.' I was provoked and the judge took that into account and it a good 17 years or so ago and I was 100% clean before that and since then.

There is a lot of information on the Internet about DBS checks but if you are concerned about past convictions showing up NACRO are particularly good at advising people on this subject.
You seem to be confused about what a DBS check is as the whole purpose of a DBS check is for an employer to check to see if you have any cautions or convictions that have not been filtered.
It is not up to the applicant to declare their convictions, the whole purpose of the DBS chewck is for the convictions to be found.0
