That's the nub of the ambiguity, I think.
To an ordinary person that means earnings you pay tax on.
To HMRC it means earnings you would be paying tax on if you earned enough of it to exceed the tax allowance.

Not to mention "outside the scope of VAT"0 -
I have to buy road tax for my car every year, the annual cost is £0 (electric car) but nonetheless I still have to 'buy' it and would be fined if I failed to....I think....0
