Switching to BTL Mortgage

Hi,
I have a property that is on a residential mortgage until end of February 2019. I had wanted to let it out with immediate effect, however my current bank has prevented this happening unless fees are paid which would at this late stage not make any sense.
When the renewal is up on the property (Valued at £90k) with a mortgage outstanding of £61k I have been quoted a rate of 2.76% for a BTL mortgage with no fees attached, fixed for five years, does this seem to be the market average?
