CCJ when regular payment being made

Helping a friend out who has received notification of intention to register a CCJ against her.
Happy with completing the paperwork etc. but it got me wondering. Why do creditors go to the expense and trouble of getting a CCJ against someone who is not only making regular payments but increasing them as and when circumstances allow?

Because they feel that it is in their interest to do so. Perhaps they believe that the debtor can afford more.0
