My computer won't power up!!! Any ideas?

I tried to power up my pc earlier and it failed (am on a laptop at the moment).
The following thing hapened... I turned the mains switch on at the wall and the orange switch on the back of the PSU lit up and the monitor standby light lit up, then I pressed the front power on switch and it didn't power up nor did the little lights light up above it.
The fan on the PSU did start to make a very quiet flapping noise, but not spinning, which goes away when the mains is turned off again, other than that no noises from with in the pc at all!
Any advice gratefully received.
p.s. my PSU was upgraded about a year ago and i did not install any new software or hardware the last time i used the pc.
