What records? There's no database of NIC numbers linked to addresses or bank accounts etc. Online identity proof services don't ask for NIC numbers. Unless it's for ISA accounts, they have no need to know it and asking for something they don't need is against the new GDPR laws.0 -

It seems that the requesting of and using a consumers national insurance number may fall outside the spirit and intention of current legislation

That's a 404.
But I'm not convinced that the government is allowing anyone and everyone to verify that NINO's are valid.0 -

Thank you for pointing that out which is strange as it's the correct URL but does return a 404 page.
The article is from https://www.theregister.co.uk/ and the article can be found by using the google search terms: "National Insurance Number & consent"
There is another link here to the same article

That's not really "proof" though is it. It's entirely circumstantial.
To put it plainly I don't believe that companies have access to the NINO database and i don't think that link comes close to proving otherwise.0 -

I posted the link to support the premise that banks shouldn't be asking for consumers NNO
I agree with you that companies don't have access to the UK government NINO database. This is a system account and does not represent a real person. To contact the Forum Team email forumteam@moneysavingexpert.com0 -

ALDERMORE BANK
aldermore.co.uk
It is interesting to note that Aldermore Bank treat the issue of not requesting clients National Insurance numbers to the extent that they feel it's noteworthy enough to advertise this on their website which suggests to me they presumably must be aware that other banks are at the very least "over reaching their authority" when they request customers National Insurance numbers otherwise why would the fact that "We don't request user National Insurance Numbers" be noteworthy? It suggests to me that they are keen to illustrate they are caring and respectful of individuals rights and follow the correct spirit and letter of the current data protection laws.

Dear XXX (Aldermore Bank)
I've taken an interest in Banks which are requesting users National Insurance numbers and would like to ask you why Aldermore Bank does not request this from your users unless it's specifically required with regards to an ISA for example.
Most banks do not request a National Insurance number and there are some who are suggesting that the banks who are requesting users National Insurance numbers are potentially breaking at least the spirit of the current data protection legislation if not the actual law.
This is an open letter to you and I would appreciate it if you could kindly reply to this thread on the well respected website moneysavingexpert.com where I've sent a number of open letters to banks which do require clients National Insurance number and am hoping for a reply. There are numerous interested parties who will be watching this thread and you're input and feedback on this issue would be most welcome.
The open letter which has been sent to the NI number requesting banks is published on this thread where you're reply would be most appreciated
