VAT on exported vehicle

I have recently bought a pickup that I am to export permanently out of the UK. The pickup was advertised exclusive of vat. When negotiating with the seller, he refused to sell to me at zero rate because I did not have proof of exporting and was afraid HMRC would come after him. He advised I could get vat back from HMRC after shipping.
I have now looked but I cant see where to claim vat for an exported used commercial vehicle. Could someone point me in the right direction please?

Not in my current situation unfortunately because I have already bought the vehicle. If the dealer had given me the VAT410 form, it would have been another story.0

So is there a way to claim from HMRC after I have already bought the vehicle and exported it? The invoice does show vat.0
