    Irrespective. The original context was the train service was "down". Its not. Its operating albeit with a partial bus substitution.

    trains ARE running between manchester and blackpool , however due to the electrification work going on , at a lot of times day/night , you will be transferred to a bus service between preston and blackpool railway stations


    does that clarify things!
