Unadopted Roads and claiming rebate

Our estate is 4 years old and the roads have not been adopted by the Council.
The Council will have nothing to do with road cleaning, grid and sewer maintenance, dog warden, litter clearance and area up keep, lighting and anything else that we pay for via our Council Taxes.
In fact, we have only just received a "Green Bin" for garden waste which I had to complain about to my local MP.
So all in all via the Council tax we are paying for the Police (Useless), Fire Brigade, Bin days, (Household and Garden. Garden just the past 2 months though)
I have written off to the Chief Director for Warrington Borough Council, Diana Terris, on two occasions over the past 2 months requesting a 25% rebate in our Council Tax payments, (afterall we are paying for the full service and not getting it).
I have had 2 replies, both informing me that they will look into my complaint but never get back to me.
Anybody on this forum had any joy with this type of scenario please ?

This subject has been covered before, very recently. Best to do a search before posting xGone ... or have I?0

You should speak to your developer, they are responsable for the street until they make it up to the standard that the council will adopt it.
Our developer had to sweep our street and grit it regularly, after we all complained as an emergency ambulance could not reach us.

I agree with the above post, this is primarily an issue between you and the developer. Why haven't the council adopted the road? Can you take action against the developer?
By the way, you missed out social services, parks and leisure facilities, planning, building control, environmental health, licensing, council worker's pensions...etc. etc.0
