A position at my place of work

As the title says, a position has come at my place of work. It's a kind of Transport distribution outfit. Our manager has left for greener fields and we have a kind of supervisor looking after things at least for the interim. A position has come up looking after the yard and some administrative duties. One of the driver's was offered the position without interview but he isn't interested. I am but I am being told that 'they' don't want to take a trained up driver off the road to fill this vacancy and have to find another one before the busy season begins around November/December. There's very little training in fact once you have your HGV licence. I am actually an agency employee as our company doesn't take on anybody except through a well known agency. I've been there almost a year. Another driver has been there for over 2 years and still employed through an agency. Anyway, the excuse I have been give doesn't wash. I've been told this supervisor has somebody he knows from outside the company who he wants to have the job. The Transport Manager for the company is based elsewhere and is directly employed by our parent company. I've been thinking of contacting him. The supervisor actually told me that this was the Transport Manager's decision but I believe this may be untrue. Do largeish company's have Recruitment policies which they must follow? Where does an agency staff member fit into this? Would a company Recruitment policy insist that the job be advertised internally firstly? Any help as to what I should do would be appreciated. I'm interested in this post as I want to move more into the administrative/managerial side of thing in the future. Thanks for reading.

As long as you aren't being discriminated against based on a protected characteristic (race, religion, gender, age to name a few) you have little recourse.0 -
I'd speak to the hiring manager and express your interest. They might be slightly reluctant because they will lose a good driver and possibly have to pay a fee to the agency if they take you on. However if you don't speak up they won't ever know!
I've been in jobs were roles have been given to people without interview or allowing others to apply. It's not fair but not much you can do.0 -
No law requires advertising on interviewing.
They could appoint bob the homeless man from round the corner if they wanted0
