Did I overpay my Re-location expenses?

Some years ago I started a new job at the local authority.I was a granted a re-location package which was repayable if I left the employment after less than a year.
Well I left after 11 months to move 250 miles away, due to personal circumstances, and as I was starting a DMP, I added the re-location expenses.The local authority employer agreed to that.
Now that the debt has been repaid in full, hindsight has kicked in!!!! As I worked there for 11 months, not 12, surely a repayment of a percentage of that amount would've been fairer?

Surely not. It would only be the case if the contract allowed for a sliding scale of repayment.
