CSA Help with foreign income and Child support law-does anyone know...

Hi all, I am stumped and don't think I would find it if it was waving at me. Does anyone know where to find the legislation in the Child Support Act or Regulations that state a NRP's income can only be used by the CSA if it is taxable? Or that the NRP should be employed/self employed in UK and subject to UK tax laws for their income to be used in child support calculations?
This is for 2003 CSA scheme.
