How long for a new mortgage offer

For various reasons I pulled out of the purchase of a new build, and have since had my offer accepted on another house (not a new build)
It seems the lender Clydesdale, is dragging their heels on getting the mortgage re-keyed and the new mortgage offer issued.
I emailed the broker 2 weeks ago, as soon as my offer was accepted, but as yet Clydesdale have told my broker the valuation is being instructed that day, 3 times so far.
The new house is slightly cheaper than the first house, so should be no problems with affordability etc.
What all else needs to be done before the new offer is given? I'm in Scotland so I've sent over the home report and according to the broker's PA all they need to do is type that info onto Clydesdale's papers?
