Twitter clarification

When a Twitter comp says something along the lines of:
"Follow, comment and RT to win"
Does that mean you comment IN the retweet, or comment and retweet separately... or does it matter? I've never really known!

retweet and then comment, if you comment in the retweet it classes it as a quote retweet and won't show up in the retweets xYou never know how strong you are until being strong is the only choice you have.
