cavity wall insulation claim

in Reclaim mortgage fees, council tax, etc
does anyone know who is liable to claim compensation for cavity wall insulation, would this be the current home owner or the person named on the original certificate of installation. we were told we could claim and then once we had it all removed we where then told that because the certificate was not in our name we could not carry on with the claim, can anyone advise on this please
