Is this an enforceable CCA from Mortimer Clarke?

Received this in response to a CCA Request. They have said they are not required to send a copy which has a copy of the signature and that they are allowed to reconstitute a copy of the agreement.
Then they ask me if I think it is enforceable and if not, to please explain why.
Help please from people far more knowledgeable than me
