Thanks for posting. A unique, but somewhat unfinished, prize.
This post is probably unnecessary, but I thought I'd do it anyway.
Prize is a either a usb powered assembled item with demo code that links to a phone, or a kit of parts which requires soldering using a wi-fi connected Arduino type board to make a Bin Day Indicator. Both prizes probably require programming to link it to your councils web site. The programming video does not appear to have been posted yet.
