Ulster Bank Momentum Mortgage

Hi All,
i know there have been a couple of threads in the past about this. Long story short, got the Momentum Mortgage in 2009, in 2014 Ulster Bank adjusted the value and stated they would get the "2nd charge" released which they never did. The builder went into administration but has since been reinstated to companies house with a different director (the initial directors son) . As far as I can make out they wont sign the waiver as they fell out with Ulster Bank for putting them into administration.
We've sale agreed now and a new house in place but need to get this guy to sign the waiver.
I know that it has happened previously and although it has been difficult/cumbersome the waiver has eventually been signed, Has anyone gone through this before and could they give me any help/advice as to what they did or how long it took?
