Consent to Let

I have some questions regarding Consent to Let and will appreciate your help:
- Does anyone know the criteria based on which the lender decides whether to provide "Consent to Let" or not?
- What are the typical change in interest rates after the Consent is obtained?
- Can the borrower apply for Consent during Fixed Term of the mortgage?
- Can he borrower switch mortgage deals or switch mortgage provider while the property is being let?
