I heard there was big tax changes in the next year affecting people earning 40 -> 45 K.
Has anyone got a link to this?
Put simply who was worse off (or not) from the change to tax rules?

The people who will be worse off next tax year are those earning approximately £16k or less. Everybody else will be better off.0
