In the UK can I be a mortgage holder but not on the deeds?

If we did so, ideally it would be when my flat is up for fee-free remortgaging next year.0 -
So it now sounds like you don’t want to be on the deeds so you can avoid the 3% second property sdlt charge0

It's my only property and wasn't aware of said charge.
