Agency job and offered contract

Hello
I work for an agency on Ohrs - my boss at the National company where I work says there are permanent vacancies and he recommended me for one of them . They had been put out for advert and the closing date has now passed and I was told I didn’t need to apply as I already do the job - albeit via an agency .
But HR come back and say it’s not possible because the correct HR procedure wasn’t followed - as I am agency and did not fill in any application forms- do you think I am in with any chance of getting the contract or did my manager make a mistake ?

If you don't apply for a job, they aren't going to give you a job. Your manager was wrong. It's perhaps worth soaking too the manager / HR again to see if there is any flexibility, but recruitment processes, where they exist, tend not to be flexible as it can leave the company vulnerable to have a process they then don't follow.0

Your manager sounds like an idiot, that's not how recruitment works. If you want to work directly for the employer you need to follow their recruitment process. Occasionally, there may be a complication switching from working as agency staff to directly employed in the same role, but that's not your issue to sort out.0

You needed to apply.

There is certainly nothing to be lost by speaking to HR and saying you were told you didn't need to apply because you were doing the job. Whether they will accept a late application may in part depend on how long past the closing date it is. Others may simply say you can't apply.0
