Declaration of solvency letter?

Hi Guys,
Long story boring, my mother transferred the title deeds of a home to me. Home is not mortgaged in anyway. I am taking a remortgage to "buy" her share out. No currently money owed on it at all.
However, the bank lawyer now wants a signed declaration from my mother confirming she is not changing title to me to hide from creditors/bankruptcy etc.
My local lawyer has taken the huff, has not provided this very simple document to my mother in over 3 weeks, now not returning my calls and so on. Very annoyed.
I was going to go to another lawyer and ask them to draw up this simple template. Not sure they will help due to conflicting interests and they have not started this from the beginning

Why would the other lawyers have a conflict?
Do you need separate representation anyway? For remortgages you can generally let the bank's lawyers do everything.0
