High Income Child Benefit Charge

I've seen previous posts about this and today I was one of the lucky ones to receive the letter saying I owe about 4 years worth of tax on this! I don't buy into the well publicised campaign in 12/13, as my twins were born in 2012, I don't remember much of the first year and I didn't earn over £50k at that time.
I don't get why HMRC and the Child Benefit people can't talk to each other and let them know my earnings have changed, but I've accepted that I will need to pay it back.
Putting my anger and frustration aside, my question is whether anyone has experience in working out a payment plan with HMRC? I've already lost £140 a month from stopping the child benefit and can't really afford to lose another £200 on top of it paying it back.
Can I set my own terms or are they prescribed by HMRC? Do they delve into your finances to work it out? Ideally, I'd like to pay them back £50 a month over the next 10 years!
