The average of the last 12 weeks example that was used earlier is more suited to someone who's hours change a lot week to week. Your 'person 1' doesn't really fit that.

One of the complications holiday allowance and holiday pay are separate entitlements.
A simple measure, if to take the time off you need to use holiday allowance to book it, it should accrues holiday allowance.
ask the question,
To take a week off do they need to book the new 1/2 day as part of the holiday allowance?
if the allowance is calculated on one day weeks, then using one day should get the week off with a weeks pay.0
