Stamp Duty Scotland

I'm getting conflicting advice regarding Stamp Duty to be paid on the house I'm about to buy.

The quote I received from the Solicitor showed £0 to be paid, but now I've had the contract through it states £399 to be paid?

I'm waiting for the solicitors to open so I can phone but just wondering if the relief that the Revenue Scotland page mentions hasn't come into force yet?

Would changing solicitors at this stage impact the mortgage offer? Or is it two totally separate things?
